| SCOPE
OF PAKISTAN CIVIL AWARDS
In pursuance of Article 259(2) of the Constitution of the Islamic
Republic of Pakistan, 1973, read with the Decorations Act, 1975,
the President of the Islamic Republic of Pakistan confers civil
awards on the citizens of Pakistan in recognition of gallantry,
academic distinction or distinction in the fields of sports or
nursing. The scope of the awards is as follows:
(a) Gallantry means an act of bravery, heroism, courage and the
rendering of dedicated services with selfless devotion in human
rights:
and public service.
(b) Academic distinction includes:
(i) Research, achievement or performance in Medicine, Science,
Engineering, Technology, Philosophy, History, Literature or the
Arts, and
(ii) An invention of national importance.
In addition, the President’s Awards for Pride of Performance
can be
conferred for outstanding achievements in the fields of Art, Literature,
Science,
Sports and Nursing.
Citizens of Pakistan are eligible for awards in the Order of
Shuja’at, Imtiaz and President’s Awards for Pride
of Performance while foreign nationals can be given civil awards
in any Order for eminence and outstanding services to Pakistan
in a significant field of activity. The inter se seniority of
the awards is given in the Appendix.
The announcement of civil awards is generally made once a year
on
Independence Day, 14th of August, and their investiture takes
place on the
following Pakistan Day, 23rd of March.

Award: Hilal-i-Pakistan
Field Services to Pakistan
H.H. Sheikh Nahayan Bin Mabarak Al Nahayan has the unique position
as a modem pragmatic visionary who has made an indelible impact
in the life of his people. Endowed with higher education from
Oxford University, Sheikh Nahayan returned to his homeland to
manage high responsibilities in UAE’s administration. He
has taken a keen interest in the education promotion as the basis
for a modern progressive society. Sheikh Nahayan is also Chancellor
of Al Am University and Chairman of Higher Colleges of Technology.
He was appointed Minister of Higher Education and Scientific Research
in 1990, a post he continues to hold and is also President of
Society of Natural Sciences and National heritage.
H.H. Sheikh Nahayan Bin Mabarak Al Nahayan’s achievements
extend to business and commerce and he remains the driving force
behind the Abu Dhabi Group of which he is Chairman. The Group
has contributed to the sectors of construction, drilling, hotels,
real estate and Oil & Gas related activities. H.H. Sheikh
Nahayan Bin Mabarak Al Nahayan has rendered significant service
to Pakistan by promoting Econ cooperation and investment. Abu
Dhabi Group acquired Bank Alfalah Limited in 1997 and since then
H.H. Sheikh Nahayan Bin Mabarak Al Nahayan has taken a personal
interest in the Bank’s progress. Within a short span of
time Bank Alfalah Limited has excelled in all spheres of banking
practice. Also Abu Dhabi Group has launched Wand Telecom, real
estate development and has a considerable stake in the United
Bank Limited. Other projects include a brokerage house, an asset
management and an upcoming insurance company is in the pipeline.
The benefits of these investments to Pakistan’s economy
have been manifold and immense. Sheikh Nahayan’s philanthropy
and keen sense of social responsibility are exemplary. Under his
leadership Bank Alfalah Limited has undertaken various social
uplift projects particularly relating to the youth of Pakistan.
Also Bank Aifalah Limited contributes generously to sponsorships
and charities positively impacting literacy and health in the
country. ±his country is indeed fortunate to have a friend
in H.H. Sheikh Nahayan Bin Mubarak Al Nahayan.

Award: Hilal-i-Pakistan
Field: Science (Chemistry)
Prof. Dr. H.C. Wolfgang Voelter, a distinguished bio-organic
chemist from Germany. Is one of the f9unders of the Hussain.Ebrahirn
Jamal (H.EJ), Research Institute of Chemistry. Prof. Wolfgang
Voelter has played a pivotal role in the development of this Institute
by training a large number of young Pakistani scientists in his
Laboratory. By jointly organizing major international conferences
in Pakistan and extensively supporting the H.E.J. Research Institute
of Chemistry in all international fora. The Institute has received
valuable support from the German Government.
Prof. Dr. Vóelter was instrumental in persuading The Third
World Academy of Sciences (TWAS), to select the H.E.J. Research
Institute of Chemistry as a venue of the Third World Center for
Chemical Sciences. Dr. Voelter has donated all of his laboratory
facilities and chemicals to the H.E.J. Research Institute of Chemistry
on his retirement in September, 2002.

(Chemistry), The President of the Islamic Republic of Pakistan

Field Public Service
Lt. Gen. (Retired) Au Muhammad Jan Aurakzai has served at various
command and staff appointments in Pakistan Army with distinction
and made significant contributions to its operational enhancement.
He played a significant role in transforming the Tribal Areas
of Pakistan in the wake of emerging challenges.
Under his leadership, Pakistan Army and Frontier Corps troops
entered the heart of the hitherto inaccessible Tribal Belt, constituting
nearly 20 percent of the tribal areas. In a series of lightning
operations, all the ‘No Go Areas’ were opened up and
troops established posts along the Pak-Afghan border with full
cooperation of the tribes without firing a single shot. Concurrently,
the Army embarked upon massive development activities in various
agencies. In a short span of two years, 11 Corps of Pakistan Army,
under his command, brought about remarkable transformation in
the Tribal Areas by constructing over 700 kilometers of roads,
two colleges, 22 schools, dozens of water supply schemes and basic
health units. Moreover, nearly 200000 patients were given free
medical treatment in various camps established all over the tribal
agencies. Besides structural development, enormous efforts were
put in to bring about attitudinal change among the tribesmen.
These development activities have greatly facilitated the attainment
of the ultimate goal of bringing these remote areas and their
people into the national mainstream.

Public Service, the President of the Islamic Republic of Pakistan
has been pleased to confer on Lt. Gen. (Retired) Au Muhammad Jan

LT. GEN. ASHFAQ PARVEZ KAYANL HI (M)

Lt. Gen. Ashfaq Parvez Kiyani has served at various command and
staff appointments in Pakistan Army with distinction and made
a significant contribution to enhancement of its operational capabilities.
He is recognized for dedicated public service to the nation. As
Commander 10 Corps he made a breakthrough in penetrating an extremely
organized terrorist group which committed a major act of terrorism
and had lethal designs against the State. It was the sheer commitment
and professional acumen of his leadership that the masterminds
of the terrorist act were apprehended.

MAJ. GEN. ISRAR AHMAD GHUMMAN

Maj. Gen. Israr Ahmad Ghumman has served at various command and
Staff appointments in Pakistan Army with distinction and made
a significant
contribution to the enhancement of its operational capabilities.
In 2001, he was appointed as Chairman of Heavy Industries Taxila
(HIT) where he guided the development of a sound infrastructure
needed for up-gradation and manufacture of armoured vehicles.
He was the driving force behind the up- gradation of the t-9 andT-59
M-IJ.
The successful series of production of Al-Zarrar tank is a tribute
to the work of HIT Taxila under his leadership. The tank has received
recognition at home and abroad. Up-gradation to Al-Zarrar configuration
is resulting in a substantial saving. In addition, the series
production of tank Al-Khalid & Mohafiz has also been initiated
under his leadership.

JUSTICE (RETIRED) DR. JAVID IQBAL

Justice (Retired) Dr. Javid lqbal is an intellectual, visionary
and scholar who has made a unique contribution in the field of
‘IQBALIAT’. He has been writing consistently on Allama
Iqbal’s philosophy. His book ‘Zinda Rud’ is
the most authentic biography of the Poet of the east. The range
of Dr. Javid Iqbal’s scholarship is vast. He has been contributing
in Urdu, English and Persian on Islam and modernity, Ideology
of Pakistan and philosophy of Allama Iqbal. His works include
‘Ideology of Pakistan and its Implementation’ Stray
Reflection Vs, ‘A note-book of Iqbal’, ‘Legacy
of Quaid-e-Azam’, ‘Islam and Pakistan Identity’,
‘Mai Lala Faam’ and ‘Zinda Rud’. His own
autobiography titled ‘Apna Gareban Chaak’, is considered
to be a literary masterpiece capturing the essence of his
times. Dr Javid Iqbal has lectured extensively in USA, Europe,
Canada, Australia,
Turkey, Iran and the Arab World. He has received honors from Villanova
University, USA and Seljuk University; Turkey. Allama Iqbal immortalized
his
son by dedicating JAVED NAMA to him. Dr. Javid Iqbal has brought
honour to
Pakistan at home and abroad.

DR. AHMAD FARAZ

Dr. Ahmad Faraz is a giant in the world of letters. His poetry
has enriched
Urdu both in form and content over the past four decades. He has
come to symbolize our people’s aspirations for dignity and
social justice. He is also a symbol of peace. Universality and
humanism. He has equal command of ghazal and nazam of tradition
and change and of romantic and classical modes of expression.
Ahmad Faraz over the years has emerged as the most widely known
contemporary Pakistani Poet. He is widely translated and read.
He has brought
honour to this land.

MRS. NADIRA PANJWANI

Mrs. Nadira Panjwani is widely respected as a social worker and
philanthropist. She established the Zainab Panjwani Memorial Hospital
in 1994 in Karachi to provide quality medical care at affordable
rates. In September 1997, she started the Dr. Panjwani School
Complex for the Blind, which caters for the educational requirements
of about 750 students. Her project of Dr. Panjwani Centre for
Molecular Medicine and Drug Development at the University of Karachi
has put Pakistan on the path of rational drug designing for various
diseases on the basis of the genetic makeup of our population.
Mrs. Panjwani has also been instrumental in arranging every year
a large
Number of scholarships to deserving students for pursuing studies
at different levels.

PROF. DR. HAROON AHMED

Prof. Dr. Haroon Ahmed is Professor of Microelectronics and the
Head of the Microelectronics Research Centre based in the Cavendish
Laboratory of the Cambridge University. He is also a Fellow of
the Royal Academy of Engineering.
Dr. Haroon holds the degree Of Doctor’ of Science from Cambridge
University and has also worked in the Engineering Department as
well as the Physics Department of this University. His research
interests are physics and technology of nanoscale electronic devices,
nanotechnology arid electron beam lithography. 1-le has published
several hundred scientific papers including those on single electron
devices and application of these in future generations of semiconductor
chips. Dr. Haroon is a fellow of the Corpus Christi College of
the Cambridge University for 33 years and has been Master of the
College since August 2002.
He is the first Master of Pakistan origin of a College of the
Cambridge University. Dr. Haroon has been an active member of
the Pakistani community in Britain and has contributed significantly
in projecting a positive image of his country. He has been instrumental
in providing Scholarships to a large number of promising scholars
and researchers from Pakistan. As a keen golfer he has remained
President of the Cambridge University Golf club.
In recognition of his outstanding contribution in the field of

PROF. JOHN L. ESPOSIO

Prof. John L. Esposito is Professor of Religion and International
Affairs and of Islamic Studies at Georgetown University. He is
Founding Director of the Centre for Muslim-Christian Understanding:
History and International Affairs in• the Walsh School of
Foreign Service.
Professor Esposito specializes in the study of Islam, and the
impact of Islamic movements from North Africa to Southeast Asia.
He has served as President of the Middle East Studies Association
of North America and the American Council for the Study of Islamic
Societies and also as Vice Chair of the
Centre for the Study of Islam and Democracy.
Professor Esposito is a renowned scholar His writings include
the four volume Oxford Encyclopedia of the Modem Islamic World,
and the Oxford History of Islam. He has written more than 25 books
which include: ‘Unholy War’, ‘What Everyone
Needs to Know About Islam’, The Islamic Threat, Myth or
Reality, Islam: The Straight Path, Islam and Politics, ‘Islam
and Democracy’ and ‘Makers of Contemporary Islam’.
Professor Esposito’s books and articles have been translated
into Arabic, Persian, Urdu, Bahasa, Indonesia, Turkish, Japanese,
Chinese and other European
languages.
Professor Esposito has built bridges of understanding between
the West and the Islamic world.

SENATOR JOHN WARNER

Field: Services to Pakistan
Senator John Warner has remained as Chairman of the USA Senate
since 1978. He has also chaired the Senate Armed Services Committee,
and served on other important Senate Committees.
Senator Warner has a long and distinguished political career.
He served as Undersecretary of the Navy from 1969 to 1972 and
as Secretary of the Navy from 1972 to 1974. He obtained a bachelor’s
degree in engineering and law degree from the University of Virginia
His position as co-Chairman of the Nunn-Warner Working Group on
Nuclear Risk Reduction helped to consolidate peace and’
reduce the risk of nuclear holocaust in the world.
Senator Warner has visited Pakistan on a number of occasions and
worked for the promotion of Pakistan US relations over the years
in the context of War on Terror, Senator Warner has expressed
his appreciation for Pakistan’s vital role. He has played
an important role in creating an understanding of Pakistan’s
contribution to peace and amity among nations.
In recognition of his meritorious Services to Pakistan, promotion
of understanding between the peoples of America and Pakistan,
and his long and distinguished public service, the President of
the Islamic Republic of Pakistan has been pleased to confer on

Prof. Dr Emil Ghitulescu represents the best in Romanian culture

SITARA-I-SHUJA’AT
BRIG. AKHTAR ZAMIN (RETIRED)

Brig. Akhtar Zamin (Retired) has rendered commendable public
service
in his capacity as a public functionary. In the wake of the Quetta
incident March 2004, a law and order situation was created in
Karachi on 10th of Muharrarn. Despite frantic efforts of the City
District Government Karachi and Law Enforcing Agencies, a deadlock
arose, with the potential of causing huge loss of life and property.
At this point, Brig. Akhtar Zamin was asked to intervene in the
matter. He went out to the procession at the peril of his life
and undertook arduous negotiations. His leadership qualities resulted
in a peaceful resolution of the deadlock.
Brig. Akhtar Zamin acted with a sense of responsibility beyond
the call of duty and placed his life in danger to resolve the
law and order situation.
In recognition of his outstanding act of gallantly and courageous
handling of the situation in difficult circumstances, the President
of the Islamic Republic of Pakistan has been pleased to confer
on Brig. Akhtar Zamin (Retired) the award of Sitara-i-Shuja’at.
MR. MUHAMMAD ZIARAT KHAN

The late Mr. Muhammad Ziarat Khan who belonged to the Northern
Areas was the 1st Leprosy Technician to belong to this region
who spent a lifetime serving the people of these areas. He started
with Anti-Leprosy work at a time when the Karakoram Highway was
not yet constructed. He would cover the entire Northen Areas on
foot, from Gilgit to Chilas and from Gilgit to Phander. He is
remembered to this day for his missionary zeal in serving leprosy
patients.
In August 1994, during sectarian violence, a violent mob attacked
the Hospital at Ampheri. Mr. Ziarat died valiantly while trying
to save leprosy patients from the wrath of the attackers. He was
shot at by the attacking mob. He paid the ultimate price in defence
of the down-trodden and the sick.
In recognition of his outstanding act of gallantry, monumental
courage and for having laid down his life in a noble cause, the
President of the Islamic Republic of Pakistan has been pleased
to confer on late M. Muhammad Ziarat Khan the award of Sitara-i-Shuja
‘at (Posthumous).
CAPT. SHEIKH MUNAWWAR JAVAID

Captain Sheikh Munawar Javed was responsible for saving human
lives through personal determination and valour. On 25 May, 2001
PIA Flight PK-305 (Lahore- Karachi sector) underwent midair emergency
due to machine failure. The main hydraulic system of the aircraft
failed and other flight controls were nearly jammed. Under these
circumstances the crew responded ably to the emergency and made
sure that the aircraft was safely brought to 8000 feet from its
cruising height of over 28000 feet in few minutes. Captain Munawar
did a remarkable job with regard to multiple emergency situations
with presence of mind and professional acumen. In this way, a
near disaster was averted to save precious lives. His contribution
to avert an imminent disaster speaks volumes of his sense of responsibility.
In recognition of his outstanding gallantry, courage, professionalism
and sense of responsibility, the President of the Islamic Republic
of Pakistan has been pleased to confer on Capt. Sheikh Munawar
Javed the award of Sitara-i-Shuja’at.
FIRST OFFICER KHURRAM NASEER BUTT

First Officer Khurram Naseer Butt played a commendable role in
facing a crisis situation and helping to save human lives. On
25 May, 2001, PTA Flight PK.-305 (Lahore-Karachi sector) underwent

were nearly jammed. Under the circumstances the crew responded
ably to the emergency and made sure that the aircraft was safely

with regard to multiple emergency situations with presence of
mind and professional acumen to avert a near disaster to save

RAJA MUHAMMAD SAQLAIN

Field: Gallantry
Late Raja Muhammad Saqlain rose to become Inspector of Police
through dint of hard work and devotion to duty.
He was engaged in the fight against terrorism to the very end.
He took part in daring missions and undertook hazardous tasks
He played a key role in investigating important cases of crime,
especially sectarian killings related to attacks on Shah-i-Najaf
Mosque, International Church, Murree Mission School and others.
He produced commendable results. During the course of his duties,
many attempts were made on his life. On July 10, 2004 while he
was engaged with utmost commitment in combating crime, he was
attacked. He died courageously in the line of duty.
In recognition of his outstanding act of gallantry, the President
of the Islamic Republic of Pakistan has been pleased to confer
on late Raja Muhammad Saqlain the award of Sitara-i-Shuja’at
(Posthumous).
MR. KANWAR TAYYAB SAEED

On 6th August, 2004, having received information about the presence
of a gang of proclaimed offenders headed by Rafaqat @ Faqa, wanted
in various serious criminals cases, at village Dher Faeez Pur,the
SHO, Police Station, Ahmed Ahad arranged a raiding party and conducted
a raid. Accused Rafaqat Mi, Basharat Au, Shafqat Au, Sajjad, Nawaz,
Waris Au and two unknown accomplice, all armed with firearms,
were found present in a haveli. On seeing the police party they
opened reckless firing. The haveli was cordoned and information
was relayed on wireless.
On receiving this information, late Kanwar Tayyab Saeed, DPO
Narowal along with others rushed to the spot and personally led
the armed encounter with desperate criminals. During the exchange
of Fire, bursts from the accused seriously injured Mr. Tayyab
Saeed who succumbed to injuries on way to the Mayo Hospital Lahore.
Mr. Nisar Ahmed Saroya DPO Sialkot also reached the spot, and
continued the armed Combat with the criminals a consequence whereof
two outlaws were killed.
One rifle 8 mm with 86 bullets and a riffle 244 mm with 115 bullets
were recovered from the spot. Moreover, two rifles 44mm with 260
bullets, a 12 bore shot gun (repeater) with 22 cartridges and
478 empties of different bore were recovered from the haveli.
Mr. Tayyab Saeed went beyond the call of duty, led his men from
the front, faced heavy odds with courage and made the supreme
sacrifice of his life.

MR. MUHAMMAD RAMZAN BHATTI

Mr. Muhammad Ramzan Bhatti is a distinguished Physicist and an
Electronics expert, having a brilliant academic and professional
record.
In July 1975, he joined Dr. A.Q. Khan Research Laboratories (KRL),
He received specialized training in Digital Electronics from Philips
international Institute of Technology, Holland in 1977-78 and
completed MS. from Cranfield College U.K. in 1985-86. He has been
a guiding spirit for the development of various types of electronic
instruments and systems. He was awarded ‘President’s
Award for Pride of. Performance’ in August, 1995. Presently’
he is working as Director General Electronics Division, KRL. He
has made an outstanding contribution o the design, assembly and
manufacturing/installation of different types of sophisticated
Digital Control Systems for various plants. His achievements also
include the indigenous development of a guidance system and its
test instruments for anti-tank missile.

MIRZA ABDUL SAMAD BAIG

Field Science (Geology)
Mirza Abdul Samad Baig a geologist by profession is a Gold Medalist
from the University of the Punjab. He joined PAEC on 1- 10-1968.
As the Head of Exploration & Mining Division, his team explored
several potential sites for minerals. Mr. Baig spearheaded geological
exploration and designed mines using innovative techniques. Mr.
Baig is now a leading geologist in the country who has specialized
in the seismotechtonic analysis for site selection, making notable
contribution in his area of specialization.
In recognition of his valuable services in the field of Science
(Geology), the President of the Islamic Republic of Pakistan has
been pleased to confer on Mirza Abdul Samad Baig the award of
Sitara-i-Imtiaz.
MR. MANZOOR AHMAED

Mr. Manzoor Ahmad obtained MSc degree in Chemical Engineering
from UK in 1975. He joined Pakistan Atomic Energy Commission in
1976.
Mr Manzoor Ahmad is presently working as General Manager of an
important Project of PAEC. He has introduced many engineering
innovations due to which PAEC has and self sufficiency in various
fields of national importance.
He was awarded President’s Award for Pride of Performance’
in 2000. He has continued to build on his work with steadfast
commitment and excellent results.

Engineering, the President of the Islamic Republic of Pakistan
has been pleased to confer on Mr. Manzoor Ahmad the award of Sitara-i-Imtiaz.
MR.ABDULAHADKHAN

Mr. Abdul Ahad Khan is an Electrical Engineer, with a Degree
from ‘Engineering University, Peshawar, and diploma in Electrical
Power Applications from the University of Bradford, U.K. Presently,
he is working as Member (Defence Projects) in KRL, Kahuta. During
his 29 years service, he has been involved in the design, installation’
and operation of a reliable Electrical Support System for a plant
of national, importance. His excellent designing of the electrical
distribution system has been greatly appreciated.
His other significant contribution has been the design and commissioning
of electrical distribution networks for important installations.
In recognition of his meritorious services in the field of Engineering
(Electrical), the President of the Islamic Republic of Pakistan
has been pleased to confer on Mr. Abdul Ahad Khan the award Of
Sitara-i-Imtiaz.
PROF. DR. IKRAM-UL-HAQ

Field Science (Biology)
Prof. Dr. Ikram-ul-Haq is an eminent scientist who has established
a well- equipped Biotechnology Research Centre at Government College
University, Lahore. He has published 132 research papers in Journals
of national and international repute. Many of his research papers
have received worldwide recognition.
He was awarded the HEC Best Teacher’s Award for the year
2002, and declared as a Productive Scientist by PCST for the year
2002.
He is co-author of five text books written for graduate students
and three books for intermediate students. He has also authored
a book on Biotechnology written for COMSATS.
In recognition of his valuable services in the field of Science
(Biology), the President of the Islamic Republic of Pakistan has
been pleased to confer on Prof. Dr. Ikram-ul-Haq the award of
Sitara-i-Imtiaz.
PROF. DR. BINA SHAHEEN SIDDIQUI

Professor Dr. Bina Shaheen Siddiqui did her Ph.D. (1980) and
D.Sc. (2001) from University of Karachi. She is an elected Fellow
of the Pakistan Academy of Sciences, the Third World Academy of
Sciences (Trieste, Italy) and Founding Fellow of the Third World
Organization for Women in Science.
Her research has focused on new constituents with potential significance
in medicine and agriculture from indigenous plant materials. She
has been granted seven patents by the Government of Pakistan including
a patent on biopesticides from neem (Azadirachta indica) and anticancer
constituents of Neriurn oleander. Her group has so far isolated
more than 100 new compounds from various parts of the neem tree.
Dr. Bina has 279 research publications to her credit and several
chapters in books.
In recognition of her contributions to the field of natural products
chemistry, she has been awarded several national and international
awards including ‘Tamgha-i-Imtiaz’ in 1999 by the
Government of Pakistan. She is the first Muslim Woman Scientist
to receive the Khwarizmi International Award of Iran and Salam
Prize in Chemistry. She also obtained the first prize by the National
Book Council of Pakistan.

PROR DR. ANWAR-UL-HASSAN GILANI

Field Science (Pharmaceutical Sciences)
Prof. Dr. Anwar-ul-Hassan Gilani is currently Professor of Pharmaceuticals
in the Agha Khan University. He obtained Ph.D from University
of Sydney, Australia in 1983.
Dr.Gilani has made many discoveries in the area of Natural Products
Pharmacology including discovery of Himbacine a potential drug
against heart failure. He earned two patents on antihypertensive
drugs. He has published over 160 research papers in international
journals.
Dr. Gilani has been awarded Boehringer International Research
Award (1988),’Germany, Salam Prize in Science (Biology.
1992), Third World Academy of Sciences Italy, lbn-Al Hayatham
prize in Science (1995), Saudi Arabia. Outstanding Teacher Award
(1996) by the Agha Khan University, National Book
Foundation Award (1997),Talented Scientist Award (1998), Sri Lanka,
Gold Medal in Medical Sciences by INFAQ Foundation Pakistan Academy
of Sciences (1999) and President’s Award for Pride of Performance’
(2000) by Government of Pakistan.

PROF. DR. MANZOOR HUSSAIN KHAN

Field: Engineering (Metallurgy & Material/Education)
Prof. Dr. Manzoor Hussain Khan, currently serving as Vice Chancellor
of University of AJK, started his career in 1968 as a Lecturer
at the University of Engineering and Technology, Lahore and rendered
distinguished services in developing its Department of Metallurgy
and Material Sciences. As Chairman of this department he did pioneering
work in establishing the first ever Graduate Program in Pakistan
in this discipline.
He has undertaken major research projects relating to casting
integrity and design. He has also made significant contributions
in understanding the castability. Weldability, impact and fracture
behavior of important engineering materials like cat iron, ductile
iron and austempered ductile iron. He has published over 32 research
papers/articles in international journals.
In view of his outstanding achievements in the field of Engineering
(Metallurgy and Materials/Education), the President of the Islamic
Republic of Pakistan has been pleased to confer on Prof. Dr. Manzoor
Hussain Khan the award of Sitara-i-Imtiaz.
PROF. DR. MUHAMMAD ZAFAR IQBAL

Field Science (Physics)
Prof. Dr. Muhammad Zafar Iqbal has contributed in the field of
Semiconductor Physics in Pakistan. His work in solving specialized
problems in the physics of defects in semiconductors covers a
wide range of problems. He is respected for his research achievements.
Having obtained his Ph.D from the University of Manchester Institute
of Science and Technology (UMIST), U.K. in .1 973, his early work.focussed
on Gallium Phosphide, an important compound semiconductor. He
has also reported on plastically deformed crystals of GaP using
scanning electron microscopy, cathodolurninescence and birefringence
optical microscopy observations.
Dr. M: Zafar Iqbal’s research interest includes the study
of (a) radiation- induced defects in Silicon, (b) transition-metal
related defects and (c) complexes of these two types f defects
using the primary technique of deep-level transient spectroscopy
(DLTS). Recently his work has focussed on INP, a very important
Ill—V semiconductor thought to be vital for tomorrow’s
fast electronics technology, and GaN, a wide-gap semiconductor
with dramatic applications in blue LEDs and lasers and data storage/information
technology.
He has pioneered experimental studies in crystal growth by Czochralski
technique and preparation anti characterization of high temperature
superconductors at Quaid-i-Azam University, leading to discovery
of a new class of materials in 1986. His research work has been
carried by many international journals. This work includes the
synthesis of 1-2-4 (YBCO) high temperature superconductor at normal
oxygen pressure.
Dr. M. Zafar Iqbal has contributed greatly towards the development
of
research culture in the country. He helped to setup the first
Semiconductor Physics
Laboratory in the Country.

PROF. DR. TAHIR SHAFT

Professor Dr. Tahir Shafi is a distinguished name in Nephrology
in the country. He obtained postgraduate training in Medicine
and Nephrology in USA. He was appointed Assistant Professor of
Medicine/Nephrology at West Virginia Medical University and promoted
to Associate Professor Medicine/ Nephrology. He also worked as
Medical Director of West Virginia Dialysis Facility.
Dr. Tahir Shafi was appointed as Chairman and Dean Shaikh Zayed
Postgraduate Medical Institute in August 1997 and remained in
the position till October 2001. He served as Dean Faculty of Nephrology,
College of Physicians• and Surgeons Pakistan from 1992 to
2003.
Dr Tahir Shafi introduced the subject of Nephrology in the Punjab
and played a key role in its promotion in the country. He established
Department of Nephrology of Shaikh Zayed Medical Complex. He has
also helped in the establishment of dialysis units at various
District and Divisional Headquarter Hospital’s in the Punjab.
He worked tirelessly to establish a National Institute of Kidney
Diseases as part of Shaikh Zayed Hospital. He has significant
research work to his credit.

PROF. DR. MUHAMMAD SULTAN FAROOQUI

Prof. Dr. Muhammad Sultan Faroodqui, President, College of Physicians
and Surgeons of Pakistan (CPSP) has taken CPSP to new heights
and contributed in terms of meeting the human resource challenge
in postgraduate medical education in the country.
Prof. Farooqui has a career spanning medicine, teaching, research;
medical 5education and administration. On account of his meritorious
services in the field of Post-graduate Medical Education and recognition
of his professional skills, he has been bestowed a number of fellowships
by the leading medical institutions abroad viz FRCPS(Glasg),MRC
PSYCH(UK), FRACP(Australia),FCPS (Bangladesh),FlCS(USA)FAM(Sing),FAMM(Malaysia),FCPSA(SouthAfrica),
FSMSI3 (Sudan), FRIPH(UK).
He has served JPMC as a teacher as well as Director. He has provided
leadership to CPSP in various capacities since 1984. He vas elected
as President of CPSP in 1992. Under him, CPSP has emerged as a
national institute of international repute, and the qualifications
awarded by the CPSP are treated at par with those of the Royal
Colleges of UK and other leading institutions.

DR. RABIA HUSSAIN

Dr. Rabia Hussain obtained her PhD degree in the field of Immunology
from Canada and pursued her studies at the Naval Medical Research
Center in Bethesda, USA.
Dr. Rabia Hussain has contributed in establishing a state-of-the-art
Immunology Research Laboratory in the field of infectious diseases.
She has developed a team of scientists and trained technologists
in the field of Mycobacterial diseases, Tuberculosis and Leprosy.
Her main contributions are in the field of early diagnosis and
development of more effective vaccines for these diseases. She
has published 90 research articles mostly in international jurna1s.
She is an Associate Editor and Reviewer for an American Journal
in the field of Immunology, Leprosy and Tuberculosis. Her goal-oriented
research on Mycobacterium Diseases is widely recognized.
Dr Rabia was awarded Tamgha-i-Imtiaz in 1999. She has also been
awarded Berson Yellow Award in 1981 in Nuclear Medicine.

DR. SYED MUHAMMAD AWAIS

Dr. Syed Muhammad Awais, Professor of Orthopeadic Surgery in
King Edward Medical College, Lahore, has earned recognition as
surgeon, teacher and researcher.
As a researcher he has developed new devices and techniques in
the field of Orthopeadic Surgery in Pakistan. These are (1) ‘Bone
Lengthening Device’ known as ‘Naseer Awais Fixator’
(NA-Fixator). This device has been cited in ‘Principles
and Practice of Surgery by Baily and Love’ published in
U.K, (2) Modular Ankle Foot Orthosis for cerebral palsy children,
(3) Custom-made Total Hip, Total Knee and Shoulder Prosthesis,
(4) Wooden L-Board used for - Paraplegics, (5) Indigenous Halo
Pelvic Distraction Apparatus for difficult Spinal Problem, (6)
Solid Nail for Tibia Fractures, and (7) Technique and Apparatus
for alongation of Peripheral Nerve Defect. All these devices were
designed and manufactured in Pakistan.
As an educator, he is author of Training Programme for Orthopedic
Surgeons in Pakistan (approved and practiced by CPSP -1990 and
University of Punjab-2001).
As a social worker he is actively contributing in the areas of
‘Rehabilitation of Physically and Mentally Disabled’,
‘Accident and Injury Prevention’, ‘Health Care
Education’. He has tapped private Philanthropy for Services
Hospital, Lahore 1998 and PGMI as well as for the Orthopaedic
wards at Jinnah Hospital and Mayo Hospital, Lahore.

PROF. DR. MIRA PHAILBUS

Prof. Dr. Mira Phailbus, Principal, Kinnaird College, Lahore
has made a wide-ranging contribution in the field of women’s
higher education. She is recognized as a committed principal who
took this college to new heights, and is considered a role model
Dr. Phailbus has served for many years on the Punjab University
Syndicate, and contributed to system reform.
She served as the Founder-Director of the Pakistan Women’s
Institute which encouraged serious research pertaining to women’s
concerns. As President of the Asian Women’s Institute, she
played an effective part in projecting issues of education.
As Principal, Kinnaird College since 1972, Dr. Phailbus has created
a niche for herself. The examination results of Kinnaird College
over the last twenty years have, been far superior to those of
any other college, and each year its students have repeatedly
secured top .positions in the Board and University. Examination.
In 1982, Dr. Phailbus was awarded an Honorary Doctorate by Davidson
College, USA in recognition of her contribution to women’s
education in the international forum. In 1991, she received the
Scholar’s Award from the Committee on Higher Education,
Presbyterian Church, USA. In 1993, she was awarded the Presidential
Award ‘Izaz-i-Fazeelat’ and in 1994 in recognition
of her outstanding services in the field of education, the President
of Pakistan conferred on her the President’s Award for Pride
of Performance’. In February 2002 she received the prestigious
Palmes Academiques awarded by the President of the Republic of
France.

MR. SHAMIM SAIFULLAH KHAN

Mr. Shamim Saifullah Khan, Principal, Aitcheson College, Lahore
has devoted his life for the cause of Education. His innovative
approach and professional commitments have earned him a considerable
reputation.
He started his professional career from the University of Peshawar
in 1961. As a lecturer in Economics. In 1972, he left for England
to join as Schoolmaster, Bradford Education Department, London.
He also worked as Director at Slough College. London. Later, he
joined Berkshire Education Authority as Senior Consultant: He
has served Aitcheson College, Lahore since 1994 with outstanding
devotion.

MS. ABIDA PARVEEN

Ms. Abida Parveen received her initial training in music from
her father Ustad Ghulam Haider and later on from Ustad Salamat
Ali Khan of Sham Chorasia Gharana. She is today regarded as an
international icon in devotional music. She has introduced a new
style in folk/ghazal and semi classical music.
As an artiste conveying a spiritual message, she transcends beyond
haste or creed, and preaches tolerance and love amongst all people.
Abida Parveen epitomizes the best in Pakistan’s cultural
heritage. She has projected all the major Sufi poets of the sub-continuant
like Amir Khusrau, Bulleh Shah, Shah Hussain, Kabir, Sultan Bahu,
Ghulam Farid, Mehr All, Shah Abdul Latif, Sachal Sarmast, and
Waris Shah. She was awarded. The ‘President’s Award
for Pride of Performance’ in 1982. Abida Parveen has brought
renown to the country and solace to the
listening public.

MR. MOHAMMAD MUNIR KHAN NIAZI

Field Literature
Mr. Mohammad Munir Khan Niazi is a leading poet of the country
who
has enriched both Urdu and Punjabi through his poetic work. He
is acclaimed as a trend-setter with his unique diction, style
and thought-content. He has made an enduring contribution to literature
of the post-Independence period.
Mr. Munir Niazi has deeply influenced his contemporaries as well
as later generations of poets. He is also respected by the reading
public. He has sixteen collections of Urdu and Punjabi poetry,
to his credit, comprising both ghazals and nazms. His works have
been translated in other languages.
For his literary achievements Mr. Munir Niazi was awarded ‘Kamal-e-Fun
Award for the year 2002 by Pakistan Academy of Letters and the
‘President’s Award for Pride of Performance”
in 1992 and’Sitara-i-Imtiaz’ in 1998.

Literature, the President of the Islamic Republic of Pakistan
has been pleased to confer on Mr. Mohammad Munir Khan Niazi the

MR. MOIN AKHTAR

Mr Moin Akhtar has a unique gift of evoking laughter due to his
innate artistic abilities. He has contributed to the entertainment
world for more than 35 years.
Mom Akhtar is reckoned as a master of comedy. He is a consummate
artiste. He has made his mark equally in the field of T.V, Radio,
Stage and Cinema.
In recognition of his outstanding contribution to the field of
Art (Acting), the President of the Islamic Republic of Pakistan
has been pleased to confer on Mr. Mom Akhtar the award of Sitara-i-Imtiaz.
LT. COL. (RETJRED) MUHAMMAD AFZAL KHAN
Award Sitara-i-Imtiaz (Posthumous)
Field Public Service
Late Lt. Col. (Retired) Muhammad Afzal graduated form the Command
and Staff College, Quetta in 1973. After serving with distinction
in the Army, he held important posts on the civil side. He was
appointed as Chairman Pakistan Steel in 1999. His excellent performance
in the Pakistan Steel helped to turn Pakistan Steel around. During
his tenure the management of Pakistan Steel carried out major
financial and manpower restructuring and enforced model discipline.
The measures adopted by late Lt. Col (Retired) Muhammad Afzal
resulted in dramatic improvement in the performance of Pakistan
Steel. He is remembered for his exemplary performance in Pak.
Steel. He died of heart attack on 30.12.2003 while performing
as Chairman Pakistan Steel.
In recognition of his meritorious services in the field of Public
Service, the President of the Islamic Republic of Pakistan has
been pleased to confer on late U. Col. (Retired) Muhammad Afzal

SYED HASEEN HASHMI

Syed Haseen Hashmi has served the field of advertising with a
social conscience. He has also contributed to educational causes.
He has instituted gold medals and cash awards for students obtaining
1’ position in MA Urdu known as Mir Khalil ur Rehman Award.
Similarly for MA Mass communication, he has instituted Hamid Nizami
Memorial Award; for MSc Physics, Dr. Abdul Qadir Khan Science
Award, as well as Annual Award for M. Sc Chemistry
S. H. Hashmi has been an ardent advocate for setting up the Federal
Urdu University of Arts, Sciences and Technology established in
2002.S. H. Hashmi is a pioneer in the field of advertising in
Pakistan. His agency has won ‘the Best Business Performance
Awards’ for twenty consecutive years(1981-2000).
He received the APNS Millennium Award 2000 in the 15°’
APNS Advertising Awards. He also received the FPCCI Special Gold
Medal in 2001.He received the ‘President’s Award for
Pride of Performance’ in 1993.

to the cause of excellence in advertising and his zeal for promoting
education, the President of the Islamic Republic of Pakistan has
been pleased to confer on Syed Haseen Hashmi the award of Sitara-i-Imtiaz.
PROF. DR. KAZI ABDULSHAKOOR

Field: Public Service (Pathology and Public Health)
Prof. Dr. Kazi Abdul Shakoor, a Professor of Pathology, introduced
an innovative diagnostic technique known as Fine (Thin) Needle
Aspiration Biopsy for early diagnosis of advanced childhood cancer
in dealing with Paediatric (Childhood) cancer. The research work
advocating this technique was published
in international journals, and cited in a text book published
in USA. The technique has since been adopted in major public hospitals
in the country dealing with Child Health. For his Research in
Paediatric diseases he was elected member Paediatric Pathology
Society (PPS) in England in 1982 and member Society for Paediatric
Pathology (SPP) USA in 1986.
Prof. Shakoor was appointed as Director JPMC in October, 2001.
He has played a praiseworthy role as head of Jinnah Postgraduate
Medial Centre.
During his tenure as Director JPMC since October, 2001, he effectively
faced challenging situations like provision of emergency relief
to bomb blast casualties and environmental impact on health in
the wake of ‘Tasman Sprit Disaster’ of Karachi. JPMC’s
role under his leadership in facing public health emergency deserves
to be recognized. Prof. Shakoor has played important role in countering
SARS and Avian Flue crisis in the country.

DR. ASIM HUSSAIN

Field: Public Service (Medicine)
Dr. Asim Hussain is the grandson of Dr. Sir Ziauddin Ahmed of
Aligarh Muslim University. He is presently Chairman of the Ziauddin
Hospital Trust and Chancellor Ziauddin Medical University.
In association with his parents Dr. Ejaz Fatima and Dr. Tajammul
Hussain, Dr. Asim Hussain has established a number of hospitals
in Karachi oriented to social service and community development.
A quarter of the graduates of the Ziauddin Medical University
receive scholarships.
The University has three health centers in Sikandarabad, a kacchi
Abadi where doctors and paramedical staff are made available for
free public medical treatment.
Starting from modest financial resources, the Ziauddin Hospital
and Medical University have significantly contributed to the quality
of life especially among women and children

DR. ASHFAQUE HASAN KHAN

Dr Ashfaque Hasan Khan is Director General, Debt Office and Economic
Adviser of the Ministry of Finance. Dr. Khan holds a PhD degree
in economics
from the Johns Hopkins University in USA. He joined the Pakistan
Institute of Development Economics (PJDE) in 1979 as Research
Economist. he was joint Director of the Institute before being
appointed Economic Adviser of the Ministry of Finance in March
1998.
As a member of the Government’s economic team Dr. Khan played
a pivotal role in salvaging the economy of Pakistan and putting
it on th path of sustained high growth’ with financial stability.
He was actively involved in preparing the reform programme which
provided vital policy inputs in framing the country’s macroeconomic
policy. As a member of the high level Debt Committee he was involved
in the preparation of the Debt Reduction strategy. Dr. Khan is
the principal architect of the Fiscal Responsibility and Debt
Limitation Law, designed to inject financial discipline in the
country.
Dr. Khan has published nine books and more than 170 articles in
national and international journals of economic science, including
those published from Harvard University and University of Chicago.
Dr. Khan has the distinction of being a student of a Nobel Laureate
in economics, Professor Lawrence R. Klein. He is a member of the
United Nations Expert Group on World Economic Situation
based at the United Nation Headquarter in New York.

Col. Muhammad Ilyas was posted as Chief Security Officer to the
President at a crucial juncture when there was a looming threat
to Security. His vigilance, efficiency and sense of duty were
the hallmark of his performance in this sensitive assignment.

Col. Muhammad Ilyas worked with zeal, professionalism and devotion
to duty. He also succeeded in training a team of professionals

MR. GHOUSE AKBAR

Mr. Ghouse Akbar is the highest individual tax payer in Pakistan.
He is 9perattng some of the largest service sector companies in
Pakistan with interests in aviation, consumer and luxury goods,
retail, travel, insurance, logistics and information technology.
He has been instrumental for introducing well known multi-nationals
to Pakistan such as Singapore Airlines, Nike. United Parcel Service,
McDonalds, Swiss Air Lines, Amadeus and Princeton Review.
At the same time, Mr. Ghouse Akbar has rendered valuable services
for the promotion of art, culture, health and education. He is
the Chairman of the Brown University Pakistan Fund providing free
education to deserving students. As a member of Agha Khan Resource
Board, he has assisted in raising of funds for a cancer hospital
and other medical facilities. He also assists the SOS Children
Villages.

LT. COL. SAHIBZADA SAJJAD AHMAD

Lt. Col. Sahibzada Sajjad Ahmad. Commanding Officer 313 Intelligence
Battalion is an extremely competent and dedicated officer who
has displayed exceptional acumen for intelligence craft. The officer
possesses courage and willingness to go beyond the call of duty
while performing the assigned tasks. The officer, through his
untiring personality and focussed efforts transformed his unit
into an extremely efficient and highly responsive security and
counter intelligence out fit.
He has many achievements to his credit. To solve the case of 14
December assassination attempt aimed at damaging the State, the
officer, on receiving a tip off, single handedly initiated the
process of investigation during which he had to travel from Balochistan
to NWFP in pursuit of the leads. After a prolonged investigation,
conducted in coordination with local intelligence agencies, the
officer was able to bust the entire network of the terrorists
involved in the heinous crime. Almost all the terrorists have
been apprehended and the process of investigation success filly
completed.
The officer, along with a dedicated team was able to detect and
apprehended two French Journalists who were involved in preparation
of a video movie of a fake Taliban Training Camp in Balochistan
to defame Pakistan. The investigation of the case conducted under
the personal supervision of the officer has been substantiated
by the verdict of the court. Due to his personal efforts, interest
and guidance, 313 Intelligence Battalion has been able to unearth
foreign sponsored training camps in Kandahar and Bagram (Afghanistan),
where individuals from Pakistan, specially from-Balochistan, are
indoctrinated and trained to under take acts of sabotage and subversion
in Pakistan.

MRS. ZOE MILLICENT HERSOV

Mrs. Zoe Millicent Hersov is deeply committed to Pakistan in
general and to the cause of women’s development in particular.
Mrs. Hersov has degrees; from Sorbonne Paris, Kings College, School
of Oriental and African Studies (SOAS) University of London, and
has also remained a Visiting Scholar at the Harvard Divinity School.
She is the Founder member of the Muslim Christian Interfaith Council.
New England USA, Commission on Women and Work in Asia, and has
remained a consultant to the Harvard Institute for International
Development. Her publications include The Great Themes of the
Quran (1997) and Christian Hermit in an Islamic World (1999).
Mrs. Zoe Millicent Hersov has worked for more than twenty years.
Promoting an understanding between Islam and the West.
Mrs. Hersov’s has a passion for promoting women’s
education and progress in Pakistan. She sponsored the Annemarie
Schimmel Scholarship in 1988 for Pakistani women to pursue post
graduate education with an endowment of 3 million pounds. The
scholarship funds post-graduate work in fields of relevance for
Pakistan in the best institutions of learning. In the UK, in the
areas of Public Health, Laser Physics, Nursing Curriculum, Bio-medical
Engineering, Nuclear Energy, Environment, Islamic Art and Literature.
Mrs. Hersov has promoted tolerance and understanding between the
people of the East and West through her qualities of head and
heart.
In recognition of her Public Service (contribution to women education
and building bridges of understanding between east and west),
the President of the Islamic Republic of Pakistan has been pleased

PROFESSOR CHRISTOPHER SHACKLE

Field: Oriental Languages and Literature (Urdu/Seraiki)
Internationally known ‘orientalist, linguistic and scholar,
Professor Christopher Shackle has rendered meritorious services
for the promotion of Pakistani languages and literature.
His scholarship embraces many languages of Pakistan, especially
of Punjab and upper Sindh. This interest flowered after his study
of Persian and Turkish languages at Oxford. He has remained Head
of the Department at Oxford University and was elected a Fellow
of the British Academy. He is a member of the South Asia Department
and the Department of the Study of Religions at the University
of London. He chairs the Editorial Board of the Bulletin of the
School of Oriental and African Studies.
Professor Shackle’s books include ‘Teach Yourself
Punjabi’ (1972), ‘The Siraiki Language of Central
Pakistan’ (1976), ‘A Century of Siraiki Studies’
in English (1984), ‘Urdu Literature’ (1985), ‘Urdu
and Muslim South Asia’ (1989), ‘Catalogue of the Punjabi
and Sindhi manuscripts in the India Office. Library’ (1977),
‘Nure-Jamal’ (trans) (1977), ‘The teachings
of Khawja Farid’ (trans)(1978) ‘Fifty poems of Khawaja
Farid’ (trans) (1983) and ‘Urdu language and literature’
(2000). He has not only enlarged the understanding of Pakistan
in the literary and academic world but also acted as a bridge
between world cultures.

Field: Oriental Languages and Literature (Urdu/Japanese)
Prof. So Yamane has rendered meritorious services for the promotion
of Urdu literature and language in Japan.
Prof. So Yamane is Associate Professor of Urdu Literature at the.
Department of Area Studies, Osaka University of Foreign Studies
in Japan. He did his MA in Urdu Literature from Osaka University
of Foreign Studies and the University Oriental College. University
of the Punjab, Lahore, Pakistan. He has been an active member
of Japan Pakistan Association.
His major publications include ‘Japan mein Urdu Adab ka
Irtiqa’, ‘Japan mein Urdu’, ‘Ghulam Abbas
Savanih aur Fan ka Tahqiqi jaiza’ (in Urdu), Textbook for
Urdu conversation, ‘Chaudhry Barkat All’s Family and
Contemporary Urdu Literature’, ‘Kishv’ar Naheed
and Her Works’ and ‘Ghalib’s Delhi’.
He has translated works bf many Pakistani short story writers
into Japanese language.
In recognition his outstanding services in the field of Literature

MR. HERMANN BUHL
Award: Sitara-i-Imtiaz (Posthumous)
Field: Sports (Mountaineering)
Late Mi Hermann Buhl was an alpine mountaineer from Austria who
had carried fame in Europe and was selected for the German Austrian
expedition to the Nanga Paz bat in 1953 led by Di Herhngkofez
Buhi’s expedition adopted the longest Rakhikot North ridge
for their ascent.
When the leader of the expedition asked all the climbers to descend
to the Base camp. Hermann Buhl refused as he believed that a summit
attempt was still possible Hermann Buhl along with 0.keompter
set up Camp Von first July at an altitude of 6,900 meters and
reached Camp VI the very next day. He finally scaled the mighty
Nanga Parbat at 7 pm on 3 July, 1953 the first mountaineer to
achieve this monumental success. Buhl earned the honour of planting
the national flags of Germany and Pakistan atop the Killer Mountain.
Hermann Buhl then returned to Pakistan in 1957 and after successfully
conquering the Broad peak, he decided to climb Chogolisa. This
great mountaineer disappeared near Chogolisa’s summit cornice.
His body still lies under heavy snow cover in Pakistan, a symbol
of human courage and perseverance.
In recognition of his monumental achievement in the field of Sports
(Mountaineering), the President of the Islamic Republic of Pakistan
has been pleased to confer on late Mr. Hermann Buhl the award
of Sitara-i-Imtiaz (Posthumous).
M/S ACHILLE COMPAGNONI & LINO LACEDELLI
Award: Sitara-i-Imtiaz
Field: Sports (Mountaineering)
M/s Achille Compagnoni and Lino Lacedelli, both fellow Italians,
were recognized amongst leading mountaineers. The Alpine Club
selected them for the 1954. Italian expedition to the Second Highest
Mountain of the World-The Chogroi or the K-2 which had thwarted
earlier attempts.
M/s Achille Compagnoni and Lino Lacedelli teamed for the summit
attempt. Both reached their last Camp at 8050 meters. On July
31 Campagnoni and Lacedelli decided to go for the summit despite
rough weather conditions. During the climb, they faced numerous
hazards. Through sheer dint of courage and skill, they managed
to reach the top, where they planted three flags those of Italy,
Pakistan and the Italian Alpine Club. They became the first mountaineers
to scale K-2. Their story of conquest is a saga of human perseverance
and skill.
In recognition, of their monumental achievement in the field of
Sports (Mountaineering), the President of the Islamic Republic
of Pakistan has been pleased to confer on M/s Achille Compagnoni
& Lino Lacedelli the award of Sitara-i-Imtiaz.
MR. TARIQ PARVEZ

Mr. Tariq Pervez belongs to the Police Service of Pakistan. In
the wake of a terrorist suicide attack aiming to destabilize the
State, he rose to the occasion and displaying commitment and professional
acumen, he ensured the apprehension of the masterminds of the
terrorist networks.
In recognition of his Public Service and outstanding contribution
as part of the investigation team leading to the smashing of a
dangerous terrorist network, the President of the Islamic Republic
of Pakistan has been pleased to confer on Mr. Tariq Pervez the
award of Sitara-i-Imtiaz.
MAJ (RETIRED) KHAWAJA NAJAM JAVED

Major (Retired) Khawaja Najam Javed was entrusted the highly challenging
task of penetrating the organized network of sectarian terrorist
as Deputy Director, SIU in CID Punjab in 2001.
He accepted this challenge with a sense of commitment. As a result,
he succeeded in arresting many top sectarian terrorists. amongst
